Trim excess fat from oxtails and cut joints into segments. Season with salt on all sides. |

Heat oil in a large, heavy pan. Add meat and brown on all sides in batches, making sure not to overcrowd pan; transfer to plate and reserve. |

Return pan to heat, add onions and garlic, stirring occasionally until soft. Return meat to pan and add stock and pepper. Bring to a boil, cover, lower heat, and simmer until tender, about 2 hours. |

Meanwhile, prepare roasted, ground rice: Toast rice grains in a dry skillet until golden-brown. Pound in a mortar and pestle or blend in a blender until ground; sift out any large pieces. |

Combine rice with crushed peanuts, banana blossom, green beans, and eggplant; add to stew. Continue simmering until vegetables are tender and the gravy is thick. Add fish sauce to taste (begin with 2 tablespoons). |

Garnish with green onions and serve with rice. |
